The U.S. Environmental Protection
Agency (EPA) is charged under Section 112(d) of the Clean Air Act
to establish standards to limit hazardous air pollutant (HAP)
emissions from stationary sources. In the Administrator's judgment
the metal can manu- facturing surface coating industry causes or
contributes signifi- cantly to air pollution that may reasonably be
anticipated to endanger public health or welfare.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
