Board surveys all non-waybill
reporting railroads terminating traffic in the U.S. to determine
whether they meet the reporting requirements for inclusion in the
Annual Carload Waybill Survey. Our rules at 49 CFR 1244.2(f)
require Railroads not otherwise submitting waybill information to
report annually the number of carloads terminated, by State, for
the last calendar year. In addition, we seek revenue information
for the last three years for the purpose of classifying the
railroad.

1320.8(b)(3).
