Abstract: Board surveys all non-waybill reporting railroads terminating traffic in the U.S. to determine whether they meet the reporting requirements for inclusion in the Annual Carload Waybill Survey. Our rules at 49 C.F.R. § 1244.2(f) require Railroads not otherwise submitting waybill information to report annually the number of carloads terminated, by State, for the last calendar year. In addition, we seek revenue information (on a voluntary basis) for the last three years. This also helps the agency determine whether respondents are subject to other statutory or regulatory requirements.
