Notice - Annual Waybill Compliance Survey

The Surface Transportation Board (STB) surveys all non-waybill reporting railroads
terminating traffic in the United States to determine whether they meet the reporting
requirements for inclusion in the Annual Carload Waybill Survey. Our regulations at 49 CFR
1244.2(f) state, “In order to determine the number of carloads terminated in each state, railroads
not otherwise submitting waybill information must report annually the number of carloads
terminated by state for the last calendar year.”
Railroads terminating 4500 or more carloads in any of the last three years are required to
provide a sample of all terminated traffic as defined at 49 CFR 1244. All railroads not
participating in the Carload Waybill Survey must report the total number of carloads
terminated on their line each year. All traffic terminated on your line must be accounted for
by state.
The STB has contracts with RAILINC to collect and summarize this data. Please fill out
the form on the back of this letter, or provide the same information on your letterhead. Mail or
fax {FAX (919) 651-5407} the information to Railinc Attn: Clinton Caudle, 7001 Weston
Pkwy Ste. 200, Cary, NC 27513 by March 1, 2013. You may also email the completed survey
form to Attention: Clinton Caudle at [email protected]. Questions concerning this
