This collection
is approved with the respondent incentives as recommended in
section A.9 of the supporting statement with the exception of
dropouts, who are to be offered $40 instead of the proposed $50
incentive to participate in this survey. Other in-school and out of
school respondents including transfers and early graduates will be
offered $20 incentives to participate as recommended by NCES.

The ELS:2002 first followup is the
second time this cohort of students who were in 10th grade in 2002
will be interviewed and assessed. Data will be collected from
students, dropouts, and school administrators. The full scale first
followup study will be conducted in spring 2004 in 754 schools in
all 50 states and the District of Columbia. This longitudinal study
is intended to measure school effectiveness and impact on
postsecondary and labor market outcomes.
