In ELO1-118-000, FERC is proposing to
condition all new and existing market-based rate tariffs and
authorizations on sellers' compliance with six Market Behavior
Rules. The behavioral rules are designed to provide market
participants adequate opportunity to detect, and the FERC to
remedy, market abuses. The behavioral rules are clearly defined so
that they do not create uncertainty, disrupt competitive commodity
markets or simply prove ineffec- tive.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
