In RMO1-10-000 Final Rule, FERC is adding Part 358 to its regulations and revising Parts 37 and 161 of its regulations. FERC is adopting new standards of conduct to eliminate the loop- hole in its current regulations that do not cover natural gas pipelines and public utilities (jointly to be called Transmission Providers) and their relationship with Energy Affiliates that are not marketers or merchant affilates (both entities already covered by Standards of Conduct).
