Section 7(g) of the EAA, as amended by the Export Administration Amendments Act of 1985 (Public Law 99-64), exempts from foreign policy controls exports of donations to meet basic human needs. Since the enactment of Public Law 99-74, an exporter had to apply for a bulk Humanitarian licenses, permitting the export of goods identified in a supplement to the regulation without restriction as to quantity or number of shipments to any of the embargoed distinations. New License Exception procedures contained in this regulation reduce the regulatory burden on these exporters by enabling them to make humanitarian donations with only minimal
