Section 7(g) of the EAA, as amended by the Export Administration Amendments Act of 1985 (Public Law 99-64), exempts from foreign policy controls exports of donations to meet basic human needs. Since the enactment of Public Law 99-74, an exporter had to apply for a bulk Humanitarian licenses, permitting the export of goods identified in a supplement to the regulation without restriction as to quantity or number of shipments to any of the embargoed destinations.
