Supporting
statement mentions that the amount of electricity imported into the
United States from Canada has fluctuated over the past years. EIA
data (Table 81, Annual Energy Review 2002) indicates that this is
not so since 1995.Imports have varied from 41billion kHz to 36
billion kHz in total U.S. consumption of 3839 billion kHz. The next
time DOE submits this clearance for OMB rev iew, the justification
should be modified to reflect this fact. The data, it would seem,
is required to track trends, furnish decision makers with accurate
information, and necessary for maintaining annual generation/use
balance sheet, irrespective of the variability of imports from
Canada.

FE-781R collects electrical
import/export data from entities authorized to export electric
energy, and from entities holding Presidential Permits to
construct, connect, operate, or maintain facilities for the
transmission of electric energy at an international boundary as
required by 10 CFR 205.308 and 205.325. The data are used by Fossil
Energy to monitor the levels of electricity imports and exports and
are also used by EIA for publication.
