OE-781R collects electrical import/export data from entities authorized to export electric energy, to construct, connect, operate, or maintain facilities for the transmission of electric energy at an international boundary as required by 10 CFR 205.308 and 205.325. The data are also used by EIA for publications. Holders of Presidential Permits are required to report.

The increase is due to an increase in the reporting universe to address restrictions on full data availability from the prior universe of respondents. This is because operational and market data cannot be accessed by the same respondents (FERC Orders Nos. 888, 889, and 890). Similar data elements on several schedules had to be repeated to cover the different classes of respondents.
