OE-781R collects electrical
import/export data from entities authorized to export electric
energy, and from entities holding Presidential Permits to
construct, connect, operate, or maintain facilities for the
transmission of electric energy at an international boundary as
required by 10 CFR 205.308 and 205.325. The data are used by the
Office of Electricity Delivery and Energy Reliability to monitor
the levels of electricity imports and exports and are also used by
EIA for publication.

The increase is a program
change due to the additional burden needing to be accounted for the
required "Application for Authorization to Transmit Electric Energy
to a Foreign Country" as provided in DOE regulation 10 CFR
205.300-309.
