Abstract: CQEs must accompany imports of raw sugar to be permitted entry under the low-tier U.S. tariff-rate quota (TRQ) duty. CQEs are issued by U.S. Embassies to foreign exporters in countries allocated a TRQ share. CQEs must be authenticated by a foreign certifying authority.
