In accordance
with 5 CFR 1320, the information collection is improperly
submitted. The agency must provide to OMB a copy of the Cooperative
Agricultural Pest Survey or the data elements that states are
required to provide as part of the survey. As required in the
3/23/2001 terms of clearance, "the agency must provide to OMB a
detailed description of the information submiteed to NAPIS by
states."

The Plant Protection and Quarantine
Program of the Animal and Plant Health Inspection Service has
joined forces with the States to create a program to allow both the
State and PPQ to conduct surveys to detect and measure the presence
of imported plant pests and to input survey data into a national
computer-based system.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
