Terms of Clearance: In accordance with 5 CFR 1320, the information collection is improperly submitted. The agency must provide to OMB a copy of the Cooperative Agricultural Pest Survey or the data elements that states are required to provide as part of the survey. As required in the 3/23/2001 terms of clearance, "the agency must provide to OMB a detailed description of the information submiteed to NAPIS by states."

Abstract: The Plant Protection and Quarantine Program of the Animal and Plant Health Inspection Service has joined forces with the States to create a program to allow both the State and PPQ to conduct surveys to detect and measure the presence of imported plant pests and to input survey data into a national computer-based system.
