Abstract: NMFS is submitting the proposed rule to implement the Amendment 10 to the Atlantic Sea Scallop Fishery Management Plan. This submission requests clearance for the following provisions: (1) Broken trip procedures; (2) One-to-one exchange controlled access trips; (3) Open area days-at-sea set-aside for the extension of the observer program to include open scallop areas; and (4) Cooperative surveys.
