The Ports and waterways Safety Act authorizes the Coast Guard to require pre-arrival messages form any vessel entering a port or place in the United States. This information is required to control vessel traffic, develop contingency plans and enforce regulations. Vessel owners and operators may apply for a waiver of rules.
