encouraged to implement the data collection forms being proposed in
the FSP's final rule as soon as possible but no later than the 2006
reporting period. FNS should advise stakeholders promptly about the
change in reporting requirements so as to provide adequate lead
time.

The FNS-191 is used by CSFP local
agencies to report racial/ ethnic data on participants. The FNS-101
is used by FDPIR and FSP agencies to report racial data. The data
is used to monitor compliance with Civil Rights Act.
