Terms of Clearance: The ICR is improperly submitted because it does not provide information in accordance with 5CFR 1320 needed to evaluate_its practical utility to the agency and fully address questions in Part B of the supporting statement. The Forest Service should resubmit this collection for OMB approval when the following issues have been addressed and documented in the supporting statement and survey instrument: 1. The number of people contacted 2. The expected response rate and methods used to maximize it. 3. The nature of the collaborative relationship between Charleston College and the FS, how is the information gathered in the survey going to be used, and by which entity. 4. Restate demographic question as per the 1997 OMB guidelines. 5. Whether expected differences among races can be detected with planned sample size with 80% power.

Abstract: As urban areas continue to expand into the countryside, it becomes ever more critical that the U.S. Forest Service understand rural residents' concerns about such expansion. This is important because the land management policies adopted by local governments will impact land management policies set forth by the respective national forests. Information about the perceptions and opinions of rural residents in coastal South Carolina can be used by the local national forest, th Francis Marion, in developing policy that is compatible with the wishes of local constituents.
