Abstract: FERC is issuing a data request in response to a Court decision to reexamination both (1) its general policy concerning the reten- tion of discounts when secondary points are used and (2) the application of that policy as applied to Williston Pipeline's reticulated (network) system. In Colorado Interstate Gas Co. (CIG), FERC refined its discount policy so that if a natural gas pipeline discounts its primary capacity at a point, a shipper that segments to that point or uses that point on a secondary basis should also receive the discount if it is similarly situ- ated as the shipper receiving the discount.
