Terms of Clearance: This collection is approved through December, 2005. The agency must provide an analysis of the first year's results in its request for renewal. This analysis must include a review of response rates for various demographic categories and of possible sources of nonresponse bias. In addition, the agency is reminded that its questions on race MUST prompt the user to select 'one or more' choices; the agency must immediately ensure that all surveys conform with this requirement.

Abstract: Part of GPRA mandaterd evaluation of SBA business couseling and training programs for small business. Also, part of the require- ment for OMB PART evaluation. The survey will measure effects of counseling and training assistance on the respondents evaluation of the effectiveness of the assistance, the usefulness of the assistance and the creation of businesses and jobs as well as increase in gross sales.
