Abstract: Under 6 U.S.C. 279, ACF/ORR is responsible for the care and placement of unaccompanied alien children in Federal custody for immigration proceedings. From the 1997 Flores v. Reno Settlement Agreement, No. CV85-4544-RJK (C.D. Cal. 1997), ACF/ORR functions with a general policy favoring release to family members or other appropriate sponsors who agree to provide for the child's well-being and comply with requests for interviews and orders from the Department of Homeland Security.
