OSHA's Voluntary Protection Program (VPP) -- a partnership between labor, management, and government -- is one of several successful initiatives resulting from this strategy. The VPP is designed to recognize and promote excellence in safety and health management, and consists of three site-based levels of participation -- Star, Demonstration, and Merit -- along with VPP volunteers.
