Abstract: FCC Form 314 and the application exhibits/explanations are required to be filed when applying for consent for assignment of at AM, FM or TV broadcast station construction permit or license. On June 2, 2003, the FCC released a Report and Order and NPRM, MB Docket No. 02-277 et al., 18 FCC Rcd 1360 (2003). On September 3, the Court granted a motion to stay the new broadcast ownership rules. On September 3, 2004, the Court issued an order granting the petition for panel rehering ("Rehearing Order"), allowing the new radio owership rules to go ino effect, thus partially lifting the stay.
