Terms of Clearance: The agency should consider whether incorporation of specific data elements into the CFR is necessary for enforcement purposes. In its resubmission, the agency should consider all available means of minimizing the burden of these collections on respondents, including, but not limited to, streamlining and redesigning the questionnaires, elimination of details that may not improve the quality of the analysis, and consideration of whether each element is directly related to one of the stated purposes of the collection. Future submissions should provide greater detail about the uses of the information to be collected, including the economic models to be developed based on the proposed collections and the expected power of these models.

Abstract: NMFS is requesting approval from the Office of Management and Budget (OMB) for a mandatory economic data collection program for the Crab Rationalization Program. This data collection would require persons harvesting or processing of crab managed under the CR Program to submit an Historical EDR and an Annual EDR to an "independent third party Data Collection Agent" (DCA). The DCA will collect the data from participants; furnish the data without participant; furnish the data without participant identifiers to NMFS, the State of Alaska, and the North Pacific Fisheries Managment Council.
