Terms of Clearance: Approved without change for one year because of the continuing negotiated rulemaking for revising the program of operating subsidies. On resubmission, HUD shall either (1) report on plans for electronic submission or (2) specify in detail what has been decided upon for electronic submission and what remains for decision. If (2), the submission shall consider in detail how alternatives for the operating-subsidy formula would affect the design for electronic submission.
