This reg requires addl certification
for imported niger seed and lilac, reflecting changes in plant
taxonomy and pest distributions, and making various changes to the
requirements for post-entry quaratine of imported plants. The
implementation would require APHIS to engage in certain info
collection activities which in turn would necessitate the use of
forms and other info collection and recordkeeping documents. This
is vital to helping APHIS ensure that plant pests are not
introduced into the US.
