When this ICR is resubmitted for renewal, EPA should review the estimates of annual hour and cost burden and verify that these estimates have been updated to reflect current burden to the respondent universe. EPA should also provide in the supporting statement more detailed information on modeling assumptions used to estimate burden and costs. In addition, EPA should comply with the terms of clearance provided in the 1998 and 2001 approval of this package. Those terms read as follows: When resubmitting this package for renewal, the Agency should re- evaluate the burden estimate of the Compliance Assurance Monitoring (CAM) program to relect the actual implementation of the program. The re-evaluation should include an analysis of the effectiveness of the program, the merits of adjusting the focus of the program, and if appropriate, the renewal package should provide a discussion of next steps for making adjustments to the program.

EPA will use the information required by part 64 in providing oversight and guidance to industry and permitting authorities on selection of monitoring and methods for reporting compliance status. Owners and operators of emissions units with add-on control equipment and subject to title V operating permits must collect this information in the form of monitoring, periodic reporting, and recordkeeping for purposes of compliance certification.
