Regulations governing fisheries of the
Northeastern United States allow fishing vessels permitted to fish
under the Northeast multispecies limited access permit category to
lease days-at-sea (DAS) to and from other fishing vessels in the
same fishery. If qualifying vessels elect to participate in the DAS
leasing program vessels they are required to submit an application.
Additionally, a written request must be made to NMFS if a vessel
wishes to utilize the one-time permit baseline characteristics
downgrade.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
