Prior to conducting the full-scale collection, NCES shall submit the results from the field test and an updated supporting statement that reflects any changes that will occur for the full-scale study. NCES will post a Federal Register notice concurrent with submission of this information to OMB with a 30-day public comment period. OMB waives the requirement for a further 60-day public comment period and Federal Register notice for the full-scale study.

Abstract: The Early Childhood Longitudinal Study, Birth Cohort (ECLS-B) This is a nationally representative longitudinal study of children born in the year 2001. Children are assessed using state of the art assessment tools, parents are interviewed as well as child care providers and school personnel.
