OMB understands that the goal of collecting cortisol in this pac- kage is to identify characteristics or clusters of characteris- tics among the children in the NSCAW sample that would provide a more differentiated view of the functioning of this group of children, and begin to point the way toward more targeted inter- ventions. OMB also understands that ACF does not expect analyses addressing these kinds of issues to be definitive, rather it is expected that they would point the way toward more detailed exp- lorations in future studies. Given the limitations of sampling design, the age of the children at first sample, and the one-time collection of cortisol, as well as the lack of a component validating the use of this biomarker as an effective predictor of vulnerability, these data alone cannot be used to define inter- vention strategies.

The NSCAW is the first national study of childen and families who have had contact with the child welfare system. This fifth wave of data collection will more closely example the impact of the child welfare sytem on infants and toddlers.
