BJS should begin
to explore changing the question asking about the race of the
offender. In the next BJS request for approval for collection of
the National Crime Victimization Survey, BJS should either include
a revised question that more broadly captures race and ethnicity
information or provide justification why the question should not be
changed.

The Supplemental Victimization Survey
is a supplement to the National Crime Victimization Survey and
collects, analyzes, publishes, and disseminates national level
information on the nature and consequences of a series of harassing
or unwanted contacts or behaviors directed toward respondents that
made them feel fearful, concerned, angry, or annoyed commonly know
as "stalking." Respondents include persons 18 years of age or
older. This represents approximately 86,850 eligible persons in
50,300 households in 658 PSU's across the United States.
Approximately 83,370 will complete a SVS interview.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
