Terms of Clearance: OMB notes that this collection was submitted as an emergency. Approval is granted for six months only. Before resubmission, RSA will conduct a series of meetings and teleconferences with Centers of Independent Living, Designated State Units, and other interested parties to ensure that these entities understand the new performance measures. Using feedback from these sessions, RSA will make necessary changes to the 704 report to ensure that sound baseline data is captured. RSA's resubmission package to OMB will include a memo explaining the outreach activities conducted, including the date and number of attendees present at the session. RSA agrees to provide OMB with an advance copy of the proposed outreach schedule within one month of clearance. RSA also agrees to provide a written response to those members of the public who commented on the current submission package.

Abstract: Section 706(d), 721(b)(3), and 725(c) of the Rehabilitation Act of 1973, as amended (Act) and corresponding program regulations in 34 CFR parts 364, 365, and 366 require centers for independent living, Statewide Independent Living Councils (SILCs) and Designated State Units (DSUs) supported under Parts B and C of Chapter 1 of Title VII of the Act to submit to the Secretary of Education (Secretary) annual performance information and identify training and technical assistance needs.
