Abstract: In the attached Report and Order, the Commission addressed the issue of the certification and oversight of TRS providers seeking compensation from the Interstate TRS Fund raised in the 2003 NPRM and in the 2004 FNPRM. The Commission also amended the TRS regulations to permit common carriers desiring to offer VRS and IP Relay service, that are not part of a certified state program or have not contracted with an entiti that is, to qualify for compensation from the Interstate TRS Fund through a Commission-level certification process.
