The Commission released a Report and
Order, in the Matter of Satellite Home Delivery of Network Signals
to Unserved Households for Purposes of the Satellite Home Viewer
Act, and Definition and Measurement of Signals of Grade B
Intensity, FCC 99-14 on February 2, 1999. In the Report and Order,
the Commission described methods for determining whether a consumer
is receiving an adequate television network signal under the 1988
Satellite Home Viewer Act.
On behalf of this Federal agency, I certify that
