MMS will collect the information to
obtain knowledge of equipment, procedures, and circumstances
involved in OCS incidents. MMS will use the information to identify
OCS incident causes and trends in order to impove safety on the OCS
through regulation, performance standards, research, and
cooperative initiatives with industry. MMS uses the information to
determine that crane operations are safe and that crane operators
and rigger personnel meet the physical qualifications and have
completed appropriate training. Respondents are Outer Continent
Shelf Federal oil and gas lessees.
As of 7/17/06, the final rule
for 30 CFR 250 became effective (71 FR 19640 4/17/2006). The rule
collection (1010-0165, exp. 3/31/09) consists of burden hours
relating to 30 CFR 250 subparts A and D (2,443 total hrs). MMS is,
therefore, consolidating the burden hours (240) for 30 CFR 250,
subpart D, into OMB No. 1010-0141 (exp 8/31/08). The remaining
2,203 hours are being consolidated into subpart A,1010-0114 (exp.
10/31/07). After OMB approves the consolidations, MMS will
discontinue 1010-0165. Also, this shows a correction to a previous
change to 1010-0114 due to rulemaking 1010-AD16, 70 FR 49871,
August 25, 2005. Fees from the cost recovery rule were
inappropriately calculated and added in a previous 83C submission
(approved under Notice of Action 7/11/06). MMS had not accounted
for the number of submissions times each fee in the previous
83C.
