(a) The currently approved OMB inventory is 22,305 hours. This submission requests 1,002 burden hours representing an adjustment decrease of 21,303 hours resulting from re-estimating the “hour” burdens and the annual number of responses from the respondents. Therefore, we are requesting a net decrease of 21,303 hours (22,305 current OMB inventory – 1,002 hours requested = -21,303 hour adjustment). (b) There is no currently OMB approved cost burden. This submission requests $1,854,080, representing an adjustment increase. As previously explained, the primary reason the significant adjustment is necessary is due to converting the previously estimated “hour” burdens to “non-hour costs” that reflect current industry practice in routinely subcontracting out most of these services. These costs were also calculated from estimates that were supplied by one of the service providers.
