Approval is
given for a one-time data collection of the Stellar Sea Lion
Protection Economic Survey. Once the survey is completed, NOAA
should summarize and report the results to OMB. The summary should
include: response rate, item non-response rates for key questions,
non-response bias study results, WTP estimates, and internal and
external validity test results.

The objective of the survey is to
collect data for measuring the preferences, and economic values,
that U.S. residents have for protecting Steller sea lions, a listed
species under the Endangered Species Act. These preferences are
currently not known, but are needed for decision makers to more
fully understand the trade-offs involved in choosing among
protection alternatives and to complement other information
available about the costs, benefits, and impacts of Steller sea
lion protection alternatives. The data collection consists of
conducting a mail survey of U.S. households.

This is a new program.
Twenty-five hundred mail surveys, taking 30 minutes each, will
total 1250 hours and 1,225 phone surveys taking 6 mnutes each, will
total 123 hours. There are no reporting or recordkeeping
costs.
