EPA is proposing to amend the new source performance standards (NSPS) for equipment leaks of Volatile Organic Compounds (VOC) in the Synthetic Organic Chemicals Manufacturing Industry (SOCMI) in 40 CFR part 60, subpart VV. The information collection requirements in the existing subpart VV are included in the currently approved information collection request (ICR) for the Consolidated Federal Air Rule (CAR), along with the information collection requirements for numerous other rules that reference the CAR. This ICR builds on the previously approved ICR by covering the proposed information collection requirements for sources currently complying with subpart VV and additional sources expected to comply with it in the next three years. Information collection requirements for the other subparts that reference the CAR are not changed in this ICR. Potential respondents subject to additional information collection requirements include 1,120 existing process units (or sources) that are already subject to subpart VV and an estimated 84 new or reconstructed process units in each of the next three years. Under the proposed amendments to subpart VV, sources would be requried to maintain records of leaking open-ended lines, instrument calibration activities, all instrument readings, the results of weekly pump inspections, and information about possible flow in lines that bypass control devices. In addition, the sources would be required to include information about leaking open-ended lines and flow in bypass lines in semi annual compliance reports.
