Analysis of NDTS Data
Analysis of NDTS data will consist of the construction of cross tabulation tables showing the weighted percentage responses for the various response categories for each data field. Each data field will be cross tabulated with the nine DOJ Organized Crime and Drug Enforcement Task Force regions used by NDIC for regional analyses and with the fifty states, the District of Colombia, Guam, the Northern Mariana Islands, and Puerto Rico. All tables will have show percentage responses for the United States as a whole. Regional tables showing responses by sample strata (agencies sampled with certainty, non-certainty agencies, and state-level agencies) also will be constructed.
The analytical product mentioned in section A16 is a report that will consist of a compilation of selected regional and state cross tabulation tables described above. Data tables will be grouped and described according to the various aspects of drug trafficking: drug threat; production; availability; drug money laundering; gang involvement; and impact on violent and property crime. The report also will include high-level overviews of any trends or patterns observed in the data.
Intended Respondents
The intended respondents for the NDTS survey are points of contact identified at each of the law enforcement agencies selected in the sampling frame. Field Program Specialists employed by NDIC re-verify the agency points of contact each December in preparation for survey dissemination in March. Typically, a person that can best characterize the overall drug situation in the agency’s area of responsibility (e.g., police chief, sheriff, or drug unit commander) is identified as the survey recipient. The sample frame was drawn from the 2000 Census of State and Local Enforcement Agencies conducted by the DOJ Bureau of Justice Statistics. The current sample frame has been used since the 2003 survey. It is anticipated that data from the 2004 Census of State and Local Enforcement Agencies will be available for development of new sample frame for the NDTS survey in 2008.
