given for the focus group portion only. NPS/DOI must resubmit the
pre-test study before the pre-test survey is administered. In
re-submitting the pre-test study, OMB will waive the 60-day and the
30-day FR notices. The pre-test study must discuss how the study
will examine the policy relevant issues raised during this review
(e.g., unique environmental sites and features, geography, validity
of national vs. regional estimates).

The National Park Service (NPS) plans
to conduct a nationwide stated preference survey to estimate the
value of visibility changes in national parks and wilderness areas.
This information will assist the NPS in efficiently managing park
units, as well as evaluating the benefits and costs of state and
federal efforts to improve air quality. The current information
collection is limited to survey pre-testing and a pilot study, as
necessary prerequisites to the implementation of a full
stated-preference valuation study.
