This can be attributed to an error in a previous reporting document (Interim Regulation, Electronic Signature and Storage of Form I-9, Employment Eligibility Verification, June 15, 2006, at 71 FR 34510), that listed electronic recorkeepers as 39,000,000 instead of 20,000,000.
