ED/ NCEE withdraws this study and agrees to reexamine the 3 issues outlined below. ED will resubmit this collection for OMB review once this issues have been appropriately addressed. OMB will not require ED to hold an additional public comment period for this phase of the study. 1. Informed consent/ incentives. REL NW will confer with its IRB on the subject of whether informed consent is indeed necessary for tracking responses from individuals. REL NW may revise the study so that individual phone follow-up is conducted with non-respondents, instead of providing an incentive for all respondents. 2. Sampling. REL NW will revisit its overall sampling design, including the coverage of the sampling frame and the appropriateness of its sample size. 3. Confidentiality pledge. REL NW will adopt the confidentiality language used by all NCEE regional labs.

In July and August of 2006, the Regional Educational Laboratory Northwest (REL-NW) hosted a series of forums with educators in the five states REL-NW serves to discuss the types of evidence educators need to improve student achievement. This project is a follow-up survey with teachers, principals, and district superintendents in Washington, Oregon, Idaho, Montana, and Alaska to prioritize the evidentiary needs for improving student learning. Findings from the study will aid in setting the research agenda for REL-NW.
