Abstract: This collection of information is necessary to issue limited permits and prevent the interstate movement of citrus canker into noninfested areas of the United States.

Emergency Justfication: This emergency is necessary to address the risk associated with the interstate movement of citrus nursery stock and other regulated articles from areas quarantined for citrus canker.
