MSPB wishes to conduct the Merit
Principles Survey to assess the soundness of the Federal merit
system. The Merit Principles Survey will ask employees,
supervisors, and managers to share their perceptions of the
implementation of the merit system in the workplace. The survey
results and recommendations for improvement will be reported to the
President, Congress, agency leaders, and the public. The report
will stimulate discussion and positive change.
The U.S. Merit Systems
Protection Board has the responsibility to periodically assess the
soundness of the Federal merit system. The survey for which we are
seeking approval will help us fulfill this responsibility.
