This information collection request is approved for one-year pursuant to 1320.10 with the following terms of clearance: (1) MSPB will monitor the actual response rate for this collection, and (2) if the response rate is below 80 percent, MSPB will conduct nonresponse analyis to identify and minimize bias (consistent with OMB's Q&As on federal surveys. (3) MSPB will provide OMB with a draft Executive Summary of its report prior to issuance.

MSPB wishes to conduct the Merit Principles Survey to assess the soundness of the Federal merit system. The Merit Principles Survey will ask employees, supervisors, and managers to share their perceptions of the implementation of the merit system in the workplace. The survey results and recommendations for improvement will be reported to the President, Congress, agency leaders, and the public. The report will stimulate discussion and positive change.
