B. STATISTICAL METHODS
1. Universe and Respondent Selection
The universe for this survey is prosecutorial districts that handle felony cases in the U.S. All State Court Prosecutor Offices will be chosen.
2. Procedures for Collecting Information
The survey will initially be conducted by mail. The address mailing list is updated prior to the mailout in order to maintain a current list of the 2400 NCSP-07 respondents. Personal telephone interviews will be conducted for nonrespondents.
3. Methods to Maximize Response
To maximize response rates we will provide multiple response options including a web-based questionnaire. BJS follow-up plan includes letters, telephone interviews and on-site assistance.
4. Testing of Procedures
The survey instrument was previously pretested with 310 jurisdictions during the 2005 data collection whereby BJS received a 99% response rate.
