This application data will be used to compute the amount of funds needed by each school for the 2007-2008 award year. The Fiscal Operations Report data will be used to assess program effectiveness, account for funds expended during the 2006-2007 award year, and as part of the school funding process. The Reallocation form is part of the FISAP on the web. Schools will use it in the summer to return unexpended funds for 2006-2007 and request supplemental FWS funds for 2007-2008.

The increase in hours is a result six additional lines to the FISAP. Due to the Higher Education Reconciliation Act of 2005 (HERA), P.L. 109-171, two lines are added in Part II, Section E to report any Academic Competitive Grant and SMART Grant expenditures. Two lines are added to Part II for schools to report Perkins loan cancellations for surviving spouses of public service victims of the 9-11 terrorist attacks, and two additional lines are added for schools to report any other adjustments to debits or credits that are not already reported. Last, the estimated number of schools is lower than previously reported.
