Approved consistent with the following terms of clearance: OMB will review the guidelines and instructions to (1) apply for IMLS support, (2) identify grant reviewers, and (3) complete post-award reports for the agency's grant programs. IMLS shall maintain a running tally of approved burden hours used by each package under this generic clearance. IMLS will submit guidelines and instructions for review by OMB which will generally be conducted in approximately 10 days. However, OMB must affirmatively approve each package under the generic before IMLS begins information collection.

IMLS requests delegation of authority to review and approve all agency information collection requests (excluding surveys, evaluations, and data calls used for policy-making purposes, under the Paperwork Reduction Act. The information collections in this package include all of the guidelines and instructions to (1) apply for IMLS support, (2) identify grant reviewers, and (3) complete post-award reports for the agency's grant programs. In a separate clearance submission and justification, IMLS is requesting a three-year generic clearance for all forms used in its grant programs, including application materials and post-award reports.

The number of applications IMLS receives declined over the three year period, but the amounts of the awards has risen and the complexity of the projects funded has increased. IMLS has added five new programs since the last clearance, with substantial increases in grant funding. At the same time, the burden estimates for the application and reporting process has increased based on feedback from respondents and peer reviewers, raising the estimated time to complete complex requests for funding, and increased emphasis on accountability from OMB. A small portion of the increase is due to a recalculated average hourly wage for IMLS respondents, from $18.00 to $23.64.
