The Rural Community Development
Initiative's intent is to develop the capacity and ability of rural
area recipients through a program of technical assistance provided
by qualified intermediary organizations.

There is an increase of 1,382
burden hours from the paperwork burden package submitted in
December 2003. The additional hours are projected after evaluation
of the number of recipients who may be required to collect and
maintain data on race, sex, and national origin of beneficiaries
served by recipients. The annualized cost to the federal government
reflects updated salary cost and a shifting of responsibility for
program delivery to the Rural Development state office.
On behalf of this Federal agency, I certify that
