THIS AGENCY SENDS OUT REPLY LETTERS SAYING WE RECEIVED YOUR REQUEST AND WE DO THINGS OUR OWN WAY AND PAY NO ATTENTION TO THE PUBLIC.

THE EMPHASIS AT CDC SEEMS TO BE ON CONSISTENCY. 
RELIABLE IS WHAT THE PUBLIC IS NOT GETTING.
TIMELY IS WHAT THE PUBLIC DOES NOT GET.
