To address the Institute of Medicine's
recommendations for the Health Resources and Services
Administration and the Centers for Disease Control and Prevention
(CDC) to evaluate the cost and utility of redesigning studies to
assess the needs and circumstances of people living with HIV,
including those diagnosed with HIV infection but not receiving
HIV-related medical care, CDC is working with other federal
agencies and state and local health departments to pilot a
supplemental surveillance system to describe HIV-infected persons
who are at least 90 days post HIV diagnosis and have never received
HIV care: their characteristics, needs for medical care and social
services, and barriers to receiving HIV care. A committee from the
Institute of Medicine (IOM) recently reviewed, at the request of
Congress, the status of HIV/AIDS surveillance in the U.S. In the
resulting report, three populations of interest were outlined: (1)
Persons infected with HIV, who do not have a diagnosis of HIV and
are not receiving care; (2) Persons infected with HIV, who have a
diagnosis of HIV but are not receiving care; and (3) Persons
infected with HIV who have a diagnosis of HIV and are receiving
care. Through the Advancing HIV Prevention (AHP) Initiative, CDC is
endeavoring to reach the first group, and is conducting a
supplemental surveillance project, the Medical Monitoring Project
(MMP) to describe the third group. The second group, those who are
infected with HIV, have been diagnosed with HIV, but are not
receiving medical care for their HIV infection, were not
specifically targeted by CDC surveillance systems previously and
will be the focus of this information collection.
